WHICH IS MR. GREG FOSTER WHICH IS OUR CHIEF FINANCIAL OFFICER AND WE HAVE ALSO APPOINTED MS. KAREN CARMEL AS THE TOWNSHIP ASSISTANT CHIEF FINANCIAL OFFICER.

THAT'S ALREADY APPOINTED BY THE BOARD.

WE MOVE ON NOW TO OUR ISBA LIAISON APPOINTED TO THIS POSITION.

LET ME JUST GIVE A BRIEF SYNOPSIS OF IT.

THIS POSITION AS ISBA, WHICH IS RECOMMENDED TO SERVE BY OUR BOARD SO WE CAN DECIDE IF WE WANT OR NOT IS CURRENTLY HELD BY MS. TAMIKA LOMAX AND THIS PERSON IS THE LEGISLATIVE COMMITTEE PERSON WHO LITERALLY KEEPS THE BOARD INFORMED ON LEGISLATIVE MATTERS.

MATTER IF THAT CHANGE AT THE ISBA AND BASICALLY KEEP US INFORMED AND SERVE AS A LIAISON PERSON.

MS. LOMAX IS THE CURRENT PERSON BUT WE NORMALLY FILL THAT WITH BOARD MEMBERS.

SO IF THERE'S ANYONE THAT WOULD LIKE TO SERVE AS ISBA LEGISLATIVE LIAISON BETWEEN THE LEGISLATION IN OUR BOARD, REPORTING BACK TO THE BOARD KEEPING US PERFORMED ON LAWS, YOU MAY DO SO OR YOU MAY WISH TO ADD OR SAY I WILL AT THIS TIME, OR YOU MAY SAY, I LIKE TO SERVE IN THAT CAPACITY.

THAT IS THE LIAISON PERSON WITH THE LEGISLATION.

IT'S A GOOD LIAISON PERSON TO BE CURRENTLY UNFAMILIAR WITH OUR POLICIES EDUCATION.

THIS LIAISON BRINGS RESOURCES FOR THE USE OF THE PUBLIC SCHOOL CHILDREN AND LOCAL STATE AND FEDERAL LEVELS SHOULD PROVIDE PERIODIC BRIEFINGS ON FEDERAL AND NATIONAL ISSUES.

THAT'S THE ADVOCATE AND DISPOSITION.

WE NEGOTIATE WITH OUR TEACHERS, OUR UNION FOR THE CONTRACT OF OUR TEACHERS, AND SO WE USUALLY HAVE TWO INDIVIDUALS SERVING IN THIS CAPACITY.

>> ON JANUARY 6TH OUR PIKE HIGH SCHOOL BOYS BASKETBALL TEAM CELEBRATED A 71-60 WIN OVER FISSURES AND COACH IS AT 200TH CAREER WIN AT PIKE HIGH SCHOOL.

ON TUESDAY, THEY DEFEATED SPEEDWAY 98-68 IN THE FIRST ROUND OF THE MARION COUNTY TOURNAMENT.

LAST EVENING THEY TRAVELED TO RUN COLLEAGUE FOR ROUND 2 IN A 63-52 FINISH.

THAT VICTORY MARKED THE EIGHTH CONSECUTIVE WIN AND MARKS AN OPPORTUNITY FOR THEM TO ADVANCE THE MARION COUNTY SEMI FINAL.

WE'RE EXTREMELY PROUD OF THEM, AND THE SEMI FINAL WILL TAKE PLACE TOMORROW AT SOUTHPORT WHERE THEY'LL FACE LAWRENCE NORTH AND TIP-OFF IS SCHEDULED FOR 6:00 PM.

WE WISH THEM THE BEST OF LUCK.

WE'RE ALSO EXCITED TO SHARE THAT THE ROBOTIC SEASON IS OFFICIALLY UNDERWAY.

SEVERAL OF OUR SCHOOLS HAVE TEAMS WORKING HARD AND EXCITEDLY PREPARING FOR COMPETITION, AND THEN OF COURSE WE'LL SHARE INFORMATION ABOUT THEIR SUCCESSES IN THE NEAR FUTURE.

OUR K5 EDUCATORS ARE GEARING UP TO CELEBRATE NATIONAL ENGINEER'S WEEK WHICH TAKES PLACE THE WEEK OF FEBRUARY 20TH.

THEY'RE PLANNING AMAZING ACTIVITIES FOR OUR STUDENTS USING THE ENGINEERING DESIGN PROCESS AS A GUIDE.

I KNOW IT GETS TO NORTH BEFORE THIS EVENING'S BOARD MEETING.

I HAD TO LEAVE BEFORE THE END OF THE SEVENTH GRADE GIRLS' BASKETBALL GAME, BUT THEY WERE UP BY 12 POINTS IN THE FOURTH QUARTER.

WHAT WAS HAPPENING BETWEEN THE GAMES I THINK IT'S SO EXCITING AND JUST EXEMPLIFIES THE GREAT OPPORTUNITIES OUR ATHLETIC PROGRAMS ARE PROVIDING THROUGHOUT THE DISTRICT.

PRIOR TO WINTER BREAK, OUR NEW AUGUSTINE NORTH CHEERLEADERS HOSTED A CHEER CAMP FOR GIRLS AT THE ELEMENTARY SCHOOL LEVEL.

TONIGHT BETWEEN THE TWO GAMES, THOSE YOUNG LADIES THAT PARTICIPATE IN THE CHEER CAMP WHICH I BELIEVE ARE K5, ARE GOING TO PERFORM WITH OUR NEW AUGUSTINE NORTH CHEERLEADERS.

IT'LL JUST BE AMAZING. I DID MAKE SOMEONE PROMISE TO SEND ME PICTURES, SO WE'LL SHARE THOSE NEXT WEEK.

SPECIFICALLY STUDENTS IN OUR FIFTH GRADE, AS WELL AS SECOND, AND THIRD GRADE ARE WHERE SHE SPENTS THE BULK OF HER TIME, BUT SHE IS ALWAYS WILLING TO ASSIST OTHER STAFF MEMBERS IF THERE'S AN ABSENCE.

WE HAVE SOME STUDENTS THAT DEFINITELY RELY ON HER WHEN OTHER STAFF MEMBERS ARE ABSENT AND SHE IS ALWAYS THERE TO CONSISTENTLY DO WHATEVER SHE NEEDS TO DO IN ORDER TO MAKE SURE THAT THOSE STUDENTS ARE SUCCESSFUL FOR THE DAY.

SHE REALLY IS THE EPITOME OF THE DO-WHAT-IT-TAKES ATTITUDE AND TRULY MAKES A DIFFERENCE AT GUION CREEK ELEMENTARY.

SHE MAINTAINS HIGH EXPECTATIONS FOR HERSELF AS WELL AS THE STUDENTS THAT SHE WORKS WITH, AND I HAVE YET TO SEE A STUDENT WHO DOES NOT RISE TO HER EXPECTATION.

MORE OFTEN THAN NOT EXCEED IT.

WE'VE SEEN TREMENDOUS CHANGES WITH A LOT OF THE STUDENTS THAT SHE WORKS WITH THROUGHOUT JUST THE SHORT TIME THAT WE'VE HAD THIS YEAR SO FAR, AND WE'RE REALLY EXCITED TO SEE WHAT HAPPENS WITH THE SECOND SEMESTER.

WE'RE DELIGHTED TO CALL HER OUR COLLEAGUE AT GUION CREEK ELEMENTARY SCHOOL.

IMPORTANT THINGS TO KNOW FROM THE CENSUS, IN THAT 10-YEAR PERIOD BETWEEN 2010-2020 HOUSEHOLDS, SO THESE ARE BOTH ROOFTOPS AS WELL AS PEOPLE OCCUPIED IN THOSE ROOFTOPS, INCREASED BY SEVEN PERCENT, SO ABOUT 2,000 NEW HOUSEHOLDS DURING THAT TIME.

THAT ALSO LED TO A POPULATION INCREASE OF ADULTS BY NINE PERCENT.

BUT NUMBER OF CHILDREN DECLINED BY TWO PERCENT IN THAT 10 YEAR PERIOD.

THAT IS NOT AN UNUSUAL PATTERN.

MATTER OF FACT, IT'S VERY TYPICAL AND I'M GOING TO SHOW YOU THAT IT IS TYPICAL.

THE OTHER THING I JUST WANTED YOU TO KNOW, I OFTEN GET THE QUESTION IS, ON AVERAGE, HOW MANY CHILDREN ARE THERE PER HOUSEHOLD? ON AVERAGE, FOR EVERY 100 HOMES THAT YOU HAVE OR OCCUPIED HOUSING UNITS THAT YOU HAVE, YOU HAVE 56 KIDDOS, SO WHEN I SAY KIDS, I DO MEAN THOSE PERSONS WHO ARE UNDER 18, SO SCHOOL AGE AS WELL AS PRESCHOOL AGE.

COMPARED TO OTHER DISTRICTS, THAT'S ANOTHER QUESTION HERE, SO HOW DO YOU BASICALLY STACK UP TO OTHER DISTRICTS? WHAT I'VE DONE HERE IS I'VE TAKEN THE SCHOOL DISTRICTS IN MARION COUNTY AND PUT THEM FIRST AT THE TOP, THOSE ARE THAT ARE CONTIGUOUS WITH PIKE TOWNSHIP AS WELL AS SOME OTHER AREAS SCHOOL DISTRICTS THAT WOULD BE IN HENDRICKS, FOR INSTANCE, OR HAMILTON COUNTY.

WE CAN LOOK THERE AND SEE HOUSEHOLDS HAVE INCREASED ACROSS THE BOARD.

ONE OF THE ANOMALIES THERE THAT IS A LITTLE BIT MAYBE OF A SURPRISE IS SPEEDWAY.

SPEEDWAY UP 22 PERCENT IN HOUSEHOLDS COMPARED TO YOUR NINE PERCENT.

IF YOU JUST THINK ABOUT SPEEDWAY, SPEEDWAY IS LANDLOCKED, DIDN'T HAVE A LOT OF BUILDING.

WHAT HAPPENED WAS OCCUPANCY WENT WAY UP IN THAT 10 YEAR PERIOD, AND ALSO THE NUMBER OF CHILDREN WENT WAY UP WITH THAT OCCUPANCY.

THE OTHER SCHOOL DISTRICTS THAT HAVE TREMENDOUS GROWTH WERE REALLY DOUBLE-DIGIT WHEN WE'RE TALKING OF REAL DOUBLE DIGITS OTHER THAN IPS, WERE ALL OF THE MORE SUBURBAN, FOR LACK OF A BETTER TERM, SUBURBAN SCHOOL DISTRICTS SAY BROWNSBURG AND AVON.

ADULT CHANGE ACROSS THE BOARD, ALL SCHOOL DISTRICTS HAVE SEEN THE NUMBER OF ADULTS GO UP.

BUT WHEN WE GO TO THE NUMBER OF CHILDREN, AGAIN, THIS IS SCHOOL AGE AND PRESCHOOL AGE.

WE'RE SEEING BASICALLY SINGLE DIGITS IN THE MARION COUNTY AREA AGAIN, EXCEPT FOR SPEEDWAY SCHOOLS BEING THE ANOMALY THERE, AND THEN THE MORE TRADITIONAL, I WOULD SAY, SUBURBAN GROWTH, WE'RE SEEING THOSE ALMOST DOUBLE DIGIT.

NOW, ONE THING THAT PEOPLE THINK OF, AND I JUST WANT TO POINT OUT HERE, AS MANY PEOPLE EQUATE HOUSING GROWTH, NEW ROOFTOPS BEING BUILT WITH KIDS, OF COURSE, WE TEND TO STEREOTYPICALLY, THAT IS FAMILIES MOVING IN.

BUT OVER THE LONG HAUL, THAT DOES NOT MEAN NECESSARILY THAT'S CHILDREN BECAUSE PARENTS AGE, THE CHILDREN AGE OUT.

THEY'RE NOT GOING TO BE IN SCHOOL FOREVER AND THEY AGE OUT, BUT PARENTS AGE AND THEY TEND TO AGE IN PLACE, SO IT'S THIS PHENOMENON THAT WE CALL AGING IN PLACE.

SCHOOLS THAT ARE GROWING LIKE AVON AND BROWNSBURG, THEY HAVE NEWER HOUSING UNITS, AND SO THAT'S ALSO WHY WE'RE SEEING GROWTH.

WHAT WE'RE SEEING HERE, THE PATTERN HERE, AS WELL AS IN WAYNE AS WELL AS IN WASHINGTON TOWNSHIP, IS WE'RE SEEING AGING IN PLACE,

WHERE BABIES ARE BORN, AND WHERE MOMS LIVE CAN BE DIFFERENT, SO THIS IS MARION COUNTY DATA AND THIS IS FOR MOMS WHO'VE HAD BABIES, BUT THEY LIVE HERE.

I'M SORRY, 2006, 2007, WE HAD A BIT OF A BABY BOOM WIT GOING ON, BOTH HERE IN MARION COUNTY, STATEWIDE, AS WELL AS NATIONWIDE PEAK NUMBER OF BIRTHS.

SINCE THAT TIME, BIRTHS HAVE COME DOWN.

WHAT I'VE CIRCLED HERE IS BASICALLY A PEAK OF BIRTHS IN MARION COUNTY.

THE SECOND THING I LOOK AT IS CALLED REPLACEMENT.

THAT'S THAT WHAT I JUST TALKED ABOUT WITH THE BURST.

IS YOUR GRADE 1 COMING IN REPLACING THE GRADUATING CLASS? IF THAT GRADE 1, IS BIGGER, YOU GROW, IF THAT GRADE 1 IS SMALLER THAN YOUR GRADUATING CLASS, YOU DECLINE.

IT IS REALLY STRAIGHTFORWARD.

THEN THE LAST GROUP IS WHAT WE'D CALL IT RETENTION.

BUT WHERE THE REAL IMPACT WAS, WAS BETWEEN GRADE 2 AND GRADE 12.

ON AVERAGE, NOT RETAINING THOSE STUDENTS FROM YEAR-TO-YEAR.

BY THE WAY, THERE IS A COMMON PATTERN, BUT IT NEEDS TO BE COMPENSATED IN THOSE OTHER AREAS IN ORDER TO GROW.

YOUR REPLACEMENT IS COMPENSATING FOR EVERYTHING ELSE.

IT WAS THE FIRST YEAR THAT BIRTHS EXCEEDED THE HEIGHT OF THE BABY BOOM, 1957.

BUT SINCE THEN HAS BEEN ON A DECLINE PRETTY MUCH ACROSS THE BOARD.

STATEWIDE, WE'VE GONE BELOW 80,000 BIRTHS AS FAR AS I CAN REMEMBER AND I'VE BEEN WORKING WITH BIRTH NUMBERS SINCE THE '90S.
